 The Business Analyst III serves as a primary execution-level analyst responsible for detailed compliance reviews, financial analysis, and stakeholder coordination across multiple concession workstreams. This mid-level role ensures thorough validation of submissions against key Port Authority policies, including the Street Pricing Policy (+15%) and Value for Money (VFM) requirements, while supporting the overall integrity of the concessions program across approximately 800 locations. The BA III operates with significant independence, documents findings, and interfaces directly with stakeholders to drive timely resolutions and maintain program standards.

Essential Functions

  • Conduct detailed reviews and validations of Full Market Basket (FMB) submissions from concessionaires at approximately 800 locations.
  • Evaluate compliance with critical policies such as the Street Pricing Policy (maximum +15% variance) and Value for Money (VFM) standards.
  • Perform comprehensive comparative pricing analyses utilizing data from 3–6 benchmark locations or sources.
  • Document detailed findings, discrepancies, root causes, and recommended corrective actions.
  • Serve as a key point of contact, interfacing directly with Terminal Operators (TOs) and Concession Management Companies (CMCs) to address compliance matters.
  • Maintain and update the FMB Tracker and associated support systems with accurate, timely data.
  • Prepare weekly status updates, monthly reporting inputs, non-compliance summaries, and other deliverables while ensuring all reviews meet strict timelines (typically within 30 days).

Required Education and Experience

  • 5–10 years of experience in financial analysis, consulting, program support, compliance, or audit-related roles.
  • Bachelor's degree in Business, Finance, Accounting, or a related field required.

  • Advanced financial and analytical capabilities with strong attention to detail.
  • Prior experience in compliance review, audit environments, or regulatory programs.
  • Proven ability to manage multiple concurrent workstreams and meet tight deadlines.
  • Excellent stakeholder coordination and interpersonal communication skills.
  • Proficiency in synthesizing data into clear, actionable documentation and reports.
