[Remote] Expert Technical Analyst - MMIS - Medicaid Pharmacy

The Expert Technical Analyst - MMIS - Medicaid Pharmacy will leverage technical analysis and SQL development to support Medicaid Management Information Systems and ensure data integrity across various functional domains.
Responsibilities
- Develop, maintain, and optimize complex SQL queries, views, and stored procedures to support analysis, configuration validation, reporting, and defect resolution
- Perform in‑depth data analysis and root‑cause investigations to troubleshoot system and production issues
- Use SQL to extract, analyze, reconcile, and validate data across environments to support solutioning, testing, and quality assurance
- Support performance tuning activities by analyzing queries, batch jobs, execution plans, and system throughput
- Perform smoke testing and post‑release validation to confirm data integrity and system stability
- Coordinate with data conversion teams to support migration planning, data loads, reconciliation, and validation
- Validate converted and migrated data to ensure accuracy, completeness, and alignment with business and policy intent
- Support and validate configuration syncs (e.g., Redgate) from baseline to upper environments (source‑to‑target)
- Analyze, validate, and reconcile interface outputs, extract files, reports, and database feeds
- Validate X12 EDI transactions (e.g., 834, 837, 835, 820, 999/277) for structure, content, and processing outcomes
- Coordinate and manage reference data files and national standard code sets, investigating data variances as needed
- Support Business Analysts by translating functional requirements into technical specifications and solution models
- Interpret and leverage Data Element Dictionaries (DEDs) to understand data structures, relationships, and cross‑module dependencies
- Analyze and document data flows, integration logic, and technical dependencies across internal systems and external interfaces
- Perform feasibility analysis on requested features, identifying technical constraints, data impacts, and integration considerations
- Participate in design and requirements workshops, providing technical insight to ensure business and technical alignment
- Present and explain technical impacts or solution gaps to governance forums such as Architecture Review Boards (ARB) or Change Control Boards (CCB) as needed
- Support System Integration Testing (SIT), User Acceptance Testing (UAT), parallel testing, and performance testing by validating data and system behavior
- Assist with test data setup, environment readiness, validation scripts, and reconciliation activities
- Analyze defects related to data, interfaces, configuration syncs, and performance; implement and validate fixes
- Support deployment, cutover activities, hypercare, and post‑production issue resolution
- Serve as a technical liaison between Business Analysts, Configuration Analysts, developers, QA, conversion teams, and operations
- Clearly document and communicate technical findings, risks, root causes, and resolution approaches to stakeholders
- Collaborate with configuration teams on data mappings and configuration validation
- Mentor junior technical analysts on SQL, data standards, troubleshooting techniques, and documentation best practices
- May lead sub‑tracks within technical workstreams to ensure timely and high‑quality delivery
Skills
- Bachelor's degree in Computer Science, Information Systems, Health Informatics, or a related field (or equivalent experience)
- 12+ years of experience as a Technical Analyst, Data Analyst, or Healthcare Systems Analyst
- Advanced SQL skills, including complex joins, transformations, large dataset analysis, and stored procedures
- Experience supporting MMIS, Medicaid, or Medicaid Pharmacy systems
- Strong understanding of healthcare data and Medicaid domains (Member, Provider, Claims, Pharmacy, Finance, Care Management)
- Experience with data analysis, troubleshooting, and validating technical outputs
- Strong analytical, documentation, and communication skills
- Experience working in SDLC and Agile delivery environments
- Hands‑on experience with QNXT or similar healthcare claims/encounter management platforms
- Familiarity with Data Element Dictionaries (DEDs), interface specifications, and integration design
- Experience validating X12 EDI transactions and healthcare interfaces
- Experience supporting data conversion, reconciliation, and parallel testing
- Exposure to cloud platforms (AWS, Azure, or Google Cloud)
