Financial Analyst I, II, and III

The Metropolitan Transportation Authority is North America's largest transportation network, serving a population of 15.3 million people. They are seeking Financial Analysts I, II, and III to provide support and analysis in Capital Funding Management, assisting in the management of federal grant funds and ensuring compliance with federal guidelines.

Responsibilities

  • Gather data to help Funding Managers prepare periodic funding updates for senior-level MTA teams, supporting both internal and external reporting on all capital funding sources, including federal, state, city, local, and MTA funds
  • Prepares periodic funding updates, with supervision from Funding Managers, for senior-level MTA teams
  • Independently prepares periodic funding updates for senior-level MTA teams, supporting both internal and external reporting on all capital funding sources, including federal, state, city, local, and MTA funds
  • Gather data to help Funding Managers prepare and process grant amendments and budget revisions for FTA approval, ensuring compliance with federal guidelines

  • Independently prepare and process approval documents for funding applications and reporting related to all NYC capital funding and discretionary contributions from the Dormitory Authority of the State of New York (DASNY) state legislators to the MTA
  • Works on special projects and assignments; coordinates activities with peers
  • Executes assigned work packages; maintains trackers; schedules/notes meetings; flags variances to the Senior Manager
  • Coordinates cross-team deliverables and timelines; drafts issue logs and memos; performs QC on data provided by FA I
  • Leads special projects; defines scope/timeline; synthesizes findings for senior audiences; performs final QC and sign-off recommendations

Skills

  • Must possess experience with public policy and funding management
  • Must possess experience with budgeting and funding forecasting techniques
  • Must possess experience with Microsoft Office (Excel, Word, PowerPoint)
  • Must possess experience with macro development, data formulas, and database building and pivot table knowledge
  • Must possess experience with the Impact budgeting system and PSR, or similar grant/funding management applications
  • Must possess experience with TrAMS and the Federal grant application and management process, or similar grants management tools
  • Must possess outstanding report writing skills and good communication skills
  • Must possess good report writing skills and oral communication skills
  • The individual should be comfortable working as part of a group as well as independently
  • Bachelor's degree (preferably in finance, business, business administration, economics, or transportation)
  • An equivalent combination of education and experience from an accredited college may be considered in lieu of a degree
  • Minimum 2 years of financial (preferably budgeting) experience with a major government or corporate entity for Level II
  • A master's degree may substitute for two years of experience for Level II
  • Minimum 4 years of progressive financial (preferably budgeting) experience with a major government or corporate entity for Level III
  • A master's degree may substitute for two years of experience for Level III
  • Knowledge of public policy and funding management related to MTA Capital
  • Knowledge of capital project budgeting and funding forecasting techniques
  • Knowledge of Microsoft Office (Excel, Word, PowerPoint, Access)
  • Macro development, data formula, and database building and pivot table knowledge
  • Knowledge of the Impact budgeting system and PSR
  • Knowledge of TrAMS and the Federal grant application and management process
